Document Description
A private landowner requested encroachment permission for an emergency repair of an existing, leaking, concrete subsurface pipe in the Department of Water Resources right of way; the pipeline conveys water to a private farm. The landowner will excavate an area 10-feet long by 8-feet wide by 3-feet deep to reach the pipe that is about 3-feet below the surface. To prevent further damage to the pipe, a mini excavator will only be used at the onset of the excavation and then a shovel will be used to reach the top of the pipe. A concrete saw will be used to remove an 8 inch by 5 inch section of the damaged pipe. On the inside of the pipe, the pipe seam near the opened section, and the area around the opening, will be lined with approximately 1.5 to 2 inches of hydraulic cement. Rebar will be attached on the inside to support the patch, a piece of concrete block will be used to fill the opening, hydraulic cement will be used to fill any gaps and crevices, and a 12 inch by 12 inch by 1 inch deep patch of hydraulic cement will be placed over the concrete block to close up the cut area. The excavated area will be left open 4 days to allow the cement to set and ensure no leaks are present, and then will be backfilled and compacted to the original grade.

Reasons for Exemption
Permission was requested to perform an emergency repair of a leaking subsurface water line located in the Department of Water Resources right-of-way. Repairs are necessary to maintain continued services essential to public health, safety, or welfare. The repairs will be made in an area that has an average slope of less than 20 percent, there will be no change in land use or density. Department of Water Resources will issue an encroachment permit for completion of this work. Categorical Exemption 15305(b) (Minor Alterations in Land Use Limitations – Issuance of minor encroachment permits) and Statutory Exemption 15269 (b) (Emergency Projects) apply.
