Document Description
The proposed Coastal Mad-Redwood and Lower Eel Watersheds (MRLE) Advance Mitigation Project (Project) in Humboldt County will utilize the Advance Mitigation Program (AMP) funding established by the Repair and Accountability Act of 2017 (Senate Bill 1). Utilizing the AMP funding would allow Caltrans to proactively contract a third party through a request for proposal (RFP) contract process to establish mitigation credits within the Coastal Zone areas of the MRLE HUC-8 watershed sub-basins to establish mitigation credits for waters of the U.S. and state (which include wetlands and non-wetlands), and riparian habitat for State Highway Operation and Protection Program (SHOPP) or State Transportation Improvement Program (STIP) projects from the 10-Year Plan. The SHOPP or STIP projects proposed to use mitigation credits have been identified in District 1’s (District) AMP Mad-Redwood, Lower Eel and South Fork Eel sub-basins Regional Advance Mitigation Needs Assessment (RAMNA) document created by the California Department of Transportation (Caltrans) in 2021.
