o The proposal is in conformance with the General Plan and zoning including density and intensity standards; o The development will occur within city limits on a project site of no more than five acres substantially surrounded by urban uses; o The site has no value as habitat for endangered, rare or threated species as determined by the Biological Resources Assessment; o Approval of the project will not result in any significant effects relating to traffic as the size of the project is below the City’s traffic thresholds of significance and noise, air quality, or water quality are protected through standard conditions of approval established by the General Plan; and o The site can be adequately served by all required utilities and public services.
