Document Description
This action is to approve a special event permit for use of a portion of Gillespie Field’s
exterior space adjacent to its terminal building, as well as aircraft parking area (collectively Premises), located at 1960 Joe Crosson Dr., El Cajon, CA 92020. The use of premises is restricted to event’s activities, including set-up and cleanup activities, associated with a Search and Rescue Exercise. This approval is subject to specific conditions of the Special Event Permit. In accordance with the issued permit, authorized uses shall commence on the Effective Date as approved by County of San Diego Airports Division.

Reasons for Exemption
Section 15301 of the State CEQA Guidelines exempts the “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use.” The key consideration in applying this exemption is whether the proposed action involves expansion of an existing or former use. The proposed action consists of approval of the use of premises for a special event utilizing existing airport terminal and facilities. Issuance of the permit identified above will not result in an expansion of uses of existing facilities. Accordingly, the proposed action is exempt from CEQA review pursuant to Section 15301 of CEQA Guidelines.
