Reasons for Exemption
The proposed SIP Revision would revise the District’s contingency measure commitment for the 2008 and 2015 8-hour ozone National Ambient Air Quality Standards to amend District Rules 4601 (Architectural Coatings), 4603 (Surface Coating of Metal Parts and Products, Plastic Parts and Products, and Pleasure Crafts), 4604 (Can and Coil Coating Operations), 4653 (Adhesives and Sealants) and 4663 (Organic Solvent Cleaning, Storage, and Disposal), if triggered. District staff concludes that there is substantial evidence in the whole record before the District that the proposed project would not cause any adverse impacts on the environment. The District finds that the project is categorically exempt from the provisions of CEQA pursuant to CEQA Guideline §15308 (Actions by Regulatory Agencies for Protection of Natural Resources), and finds that the project is exempt per the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment (CCR §15061(b)(3)).
