Approve and adopt administrative rules for the transfer or exchange of water. The Administrative Rules for the Transfer or Exchange of Water ("Transfer Rules") implements the Water Management Amendment to the State Water Project (SWP) Contract and standardizes CCWA procedures. The Transfer Rules includes procedures for transfers and exchanges between and among CCWA Participants and third parties, the temporary delivery of SWP water to a groundwater storage program or facility for later use within CCWA's service area, and the transfer and conveyance of other water supplies through the SWP for delivery to CCWA's service area.
