Cannabis retail operation often take place in existing commercial or industrial buildings, operate similarly to other retail operations, and would be subject to the same development standards as other commercial operations, including but not limited to height, setback, and parking; but subject to more restrictive siting requirements. The adoption of Ordinance No. 942 would restrict the total number of business regulatory permits to be issued to any prospective business, thus, it can be seen with certainty that limiting the number of business regulatory permits would not cause a direct or indirect impact on the environment.
