Document Description
The originally approved project consists of reworking an existing oil and gas production well by running and gravel packing an inner liner on the well. No permanent facilities will be constructed. No expansion of associated facilities will be required. Various mobile temporary equipment will be used including, but not limited to, drilling rig, workover rig, and vehicles to transport personnel and materials to/from the site. There will not be new ground surface disturbance associated with this project. CalGEM has approved permits for THUMS Long Beach Co. to rework the oil and gas wells listed below, in the Wilmington oil field.

Reasons for Exemption
The project is categorically exempt from CEQA under the “Class 1” (14 CCR § 15301) exemption per the CEQA Guidelines because the project is a minor alteration with the purpose of continuing resource development. The well will remain a production well with generally the same production capacity. This rework does not propose any changes to the wellbore or structure of the well. Accordingly, there is no expansion of use beyond that previously existing. A CalGEM engineer has confirmed that the proposed work is within the scope of the UIC project 84942001 and is a continuation of operations within the confines of the project.

The project is on an offshore man-made island with an area of about 12 acres and does not involve construction of new facilities or expansion of existing facilities. The operator indicates that there will be no new ground surface disturbance, which includes no developing of roads or other corridors. The well is and will remain a production well and will generally have the same production capacity. The location of the well will not change, nor will the underground structure of the well (the wellbore) or the purpose of the well, which is resource development. The use of the well and capacity of the operation is limited by the existing permits for UIC projects code 84942001 and engineering summary indicates the proposed work is within the scope of those approvals.

The operator indicates that there will be no new ground surface disturbance, which includes no developing of roads or other corridors. The proposed activity’s impacts would be consistent with or a continuation of the baseline conditions. Therefore, there would be negligible or no permanent effects to the existing condition of the environmental conditions.
