The proposed Environmental Justice Element to the March JPA General Plan meets all criteria for a Class 7 and Class 8 CEs pursuant to CEQA Guidelines Section 15307 and 15308. Further, none of the exceptions enumerated under CEQA Guidelines Section 15300.2 apply to the proposed project. Please see the attached Exhibit 2.
