The project is categorically exempt per Section 15332 of the CEQA Guidelines because it is consistent with applicable General Plan policies and Zoning Regulations; occurs within City limits with no more than five (5) acres of site disturbance (3.3 acres); is substantially surrounded by other urban uses (i.e., shopping center with general retail, large-scale retail, restaurants, etc.); and will be served by all required utilities and public services. Based on supporting technical studies prepared for the project, the project area has no value as habitat for endangered, rare, or threatened species and approval of the project would not result in any significant effects related to traffic, noise, air quality, or water quality.
