The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement, EPIMS-TRI-47369-R1I, pursuant to Section 1602 of the Fish and Game Code to Wahlund Construction, Inc., as represented by Ken Wahlund. Project 1 is limited to the installation of a rocked ford crossing at an existing dirt ford low water crossing. Eight to ten-inch diameter rock will be placed within the crossing base and outfall. The drivable surface of the crossing will be rocked with four to six-inch diameter rock. Additionally, a rolling dip will be constructed within 50-feet of the crossing to disconnect road drainage from the stream. Project 2 is limited to the installation of a rocked ford crossing. Eight to ten-inch diameter rock will be placed within the crossing base and outfall. The drivable surface of the crossing will be rocked with four to six-inch diameter rock. Additionally, a rolling dip will be constructed within 50-feet of the crossing to disconnect road drainage from the stream. Approximately 20 linear feet of ephemeral stream channel will be impacted. Project 3 is limited to the installation of a rocked ford crossing. Eight to ten-inch diameter rock will be placed within the crossing base and outfall. The drivable surface of the crossing will be rocked with four to six-inch diameter rock. Additionally, a rolling dip will be constructed within 50-feet of the crossing to disconnect road drainage from the stream. Approximately 20 linear feet of stream channel will be impacted. Project 4 is limited to the replacement of a failed fill crossing. 20 cubic yards of fill are currently perched on the stream banks. A 36-inch diameter, 40-foot long culvert will be installed at stream grade. A critical dip will be constructed off-center of the crossing and armored with four to six-inch diameter rock. Additionally, a rolling dip will be constructed within 100-feet of the crossing to disconnect road drainage from the stream. Project 5 is limited to the installation of a rocked ford crossing at an existing dirt ford low water crossing. Eight to ten-inch diameter rock will be placed within the crossing base and outfall. The drivable surface of the crossing will be rocked with four to six-inch diameter rock. Additionally, a rolling dip will be constructed within 50-feet of the crossing to disconnect road drainage from the stream. Project 6 is limited to the installation of a rocked ford crossing at an existing dirt ford low water crossing. Eight to ten-inch diameter rock will be placed within the crossing base and outfall. The drivable surface of the crossing will be rocked with four to six-inch diameter rock. Additionally, a rolling dip will be constructed within 50-feet of the crossing to disconnect road drainage from the stream. Project 7 is limited to the replacement of a failed fill crossing. 20 cubic yards of fill are currently perched on the stream banks. A 36-inch diameter, 50-foot long culvert will be installed at stream grade. A critical dip will be constructed off-center of the crossing and armored with four to 14-inch diameter rock. An application of four to six-inch diameter rock will be applied to the driving surface of the critical dip. Additionally, a rolling dip will be constructed within 100-feet of the crossing to disconnect road drainage from the stream. Project 8 is limited to the replacement of a failed fill crossing. 30 cubic yards of fill are currently perched on the stream banks. A 48-inch diameter, 40-foot long culvert will be installed at stream grade. A critical dip will be constructed along the centerline of the crossing and armored with four to 20-inch diameter rock. An application of four to six-inch diameter rock will be applied to the driving surface of the critical dip. Additionally, the road and landing to the right of the crossing will be graded to divert road drainage away from the stream. Project 9 is limited to the replacement of a failed fill crossing. 20 cubic yards of fill are currently perched on the stream banks. A 72-inch diameter, 40-foot long culvert will be installed at stream grade. A critical dip will be constructed off-center of the crossing and armored with up to 40-inch diameter rock. An application of four to six-inch diameter rock will be applied to the driving surface of the critical dip. Additionally, a rolling dip will be constructed within 100-feet of the crossing to disconnect road drainage from the stream. Project 10 is limited to the installation of a rocked ford crossing at an existing failed fill crossing. Eight to ten-inch diameter rock will be placed within the crossing base and outfall. The drivable surface of the crossing will be rocked with four to six-inch diameter rock. Additionally, a rolling dip will be constructed within 50-feet of the crossing to disconnect road drainage from the stream. Up to 16 trees of a diameter at breast height of no more than 12 inches may be removed to access and complete project activities. No mature, scenic trees will be removed.

Reasons for Exemption
The project entails the replacement and improvement of eight stream crossings, where the new structures will be located on the same site as the replaced structures and will have substantially the same purpose and capacity as the original structures. Two additional stream crossings will be installed at ephemeral streams. Accessing the sites will involve the removal of no more than 16 trees at a diameter at breast height of no more than 12 inches. The trees do not constitute mature or scenic trees.
