Demolish 4,000 SF veterinary clinic; install modular structure(s) with estimated building footprint of less than 10,000 SF to house 34-bed Low Barrier Navigation Center (LBNC) for homeless clients; connect structure(s) to existing utilities, and related minor sitework. Located on developed 1.5-acre County property, with existing healthcare facility and parking lot to remain. LBNC will be secure facility accepting clients by referral only, no drop-in services. LBNC will accommodate occupants' pets, privacy and belongings, and will prioritize well-being and safety for those onsite and in surrounding neighborhood. Located just outside Santa Cruz city limits, in Census-designated Urbanized Area. Site is zoned for mixed uses in nonresidential zones allowing multifamily uses (Public Facilities and Community Commercial).
