Document Description
The Riverside County Department of Animal Services, located in the City of Jurupa Valley, has a fire emergency access road at the Western Riverside County/City Animal Shelter that has been impacted by the recent rains, causing scouring at the storm drain culvert outlet. The access road encountered major erosion including partial roadway collapse that left a large cavity, eroded the side slope, and undermined the portions of the existing reinforced concrete pipes that resulted in collapsed culvert concrete headwall and pipes in the roadside ditch. The emergency access road is unsafe for vehicular/pedestrian access; therefore, it is imperative for the County to safely repair the drainage system and the driveway.

CEQA guidelines Section 15269, Emergency Projects, allows emergency repair (b) to public facility necessary to maintain service essential to public health, safety, or welfare, (c) specific actions necessary to prevent or mitigate an emergency and (d) to maintain, repair or restore an existing road damaged by flood.
