Document Description
The Collier Interpretive and Information Center is planning to install seven small interpretive signs within Caltrans’ right-of-way at the Collier Rest Area along Interstate 5 in Siskiyou County at post mile 57.99. The signs would be installed along an existing sidewalk. The signs will be educational in nature and will increase awareness of vegetation and wildlife, wildfire/community and forestry resiliency, effects of drought and climate change, demonstrate how interregional cooperation helps to conserve resources and our way of life, Native American cultural heritage, and increase visitor awareness of tourism and recreational opportunities. Caltrans will issue an encroachment permit (0224-XXX-0063) for work occurring within Caltrans’ right-of-way.

Caltrans determined that the project is categorically exempt in accordance with Section 15311 (Accessory Structures) Class 11 — Construction, or placement of minor structures accessory to (appurtenant to) existing commercial, industrial, or institutional facilities, including but not limited to (a) on-premise signs; (b) small parking lots; and (c) placement of seasonal or temporary use items such as lifeguard towers, mobile food units, portable restrooms, or similar items in generally the same locations from time to time in publicly owned parks, stadiums, or other facilities designed for public use. The project would not have a significant effect on the environment.
