This Environmental Assessment and Finding of No Significant Impact was prepared and approved by the United States Army. It contains the required contents of a Mitigated Negative Declaration and was sufficiently circulated for public comments, and therefore may serve as a Mitigated Negative Declaration for CEQA consistent with Title 14 CCR 15225(a). The Proposed Action is for Ameresco and Southwest Gas to implement energy security measures at Fort Irwin. Measures would include construction of a six-inch-diameter steel natural gas transmission line to connect with an existing off-installation natural gas transmission system; conversion of liquified propane gas equipment to natural gas; installation of a solar photovoltaic array and a combined heat and power plant for onsite generation; and installation of a battery energy storage system.
