This project includes the installation of a Rapid Flashing Beacon (NS22PB/R37PB) and the installation of a pedestrian crossing at an uncontrolled intersection. The purpose of this project is to provide pedestrians with a safe pedestrian crossing at the intersection of Whitley/Pickerell Avenue(s) where there is a history of pedestrian-involved collisions. The beneficiaries of this project include residents of the City, and those who utilize the improved pedestrian crossing.

This project is exempt because the construction activities proposed by this project will be minor alterations of existing facilities and do not include an expansion of use of the existing roadway or adjacent developments. The largest components of this project will be the reconstruction of sidewalk, and the construction of bulb-outs. This project does not include the construction of any new housing or commercial structures, additional automobile lanes within the existing roadway, nor additional parking facilities; thus, the project will not result in increased vehicle trips.
