Document Description
The project includes the installation of a trash capture unit and precast diversion structure to treat stormwater flows through an underground stormwater channel. The new device is designed to capture trash, debris, and sediment particles greater than five millimeters in diameter, which will help improve stormwater quality. The project would also include the construction of a manhole for access to the unit, as well as a paved pad and driveway for operational activities. Once the trash capture unit is installed, operational activities would be limited to occasional maintenance activities to remove debris from the capture device, as well as occasional repairs, if necessary.

Reasons for Exemption
The project qualifies for an exemption under Section 15303, which applies to "construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure." The project would install a trash capture device within an existing underground stormwater channel and construct associated maintenance structures including a manhole, paved maintenance pad, and driveway. The project would not change the existing use of the site or substantially alter the existing characteristics of the site. The project would not trigger any exception to the use of a categorical exemption as described in CEQA guidelines Section 15300.2.
