This project phase is authorization of the PS&E phase to start work on the design of the project plans. Design plans will not result in a direct physical environmental impact. Per our review of CEQA Guidelines, Article 18, Statutory Exemptions, Sect. 15268 - Ministerial actions are not subject to CEQA and Public Resources Code Section 21065 defines" Project" as an activity that cause a direct physical change in the environment.
