Document Description
In 2016, Government Code Section 56133.5 established a pilot program for San Bernardino LAFCO to authorize a city or district to extend services outside an agency's boundary and sphere of influence. Therefore, the Commission approved (and acknowledged) the Running Springs Water District's ability to continue to provide its ground ambulance service within the entire!:y of AOA 19 in conformance with the agreement between the District and ICEMA, which includes areas outside the District's boundary and outside its sphere of influence.

The Running Springs Water District (District) is an independent special district that provides retail water distribution, wastewater service ( collection and treatment), as well as fire protection and pre-hospital emergency medical aid services, which includes ambulance and paramedic services to the Hilltop Community. The District provides ground ambulance service within its Ambulance Operating Area (AOA) 19, as defined by the memorandum of agreement with the local emergency medical services agency for San Bernardino County, the Inland Counties Emergency Medical Agency (ICEMA). The District's AOA goes beyond the District's boundaries and its sphere.
