Document Description
The Applicant is proposing a Project that consists of renovations to an existing 2,805 squarefoot church and addition of a 14,460 square-foot structure. Development will include parking, landscaping, and associated infrastructure. The Project meets all the criteria to qualify for the Class 32 Infill Development Project exemption pursuant to CEQA Guidelines §15332. The Class 32 criteria consists of the following: the project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations; the development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses; the project site has no value as habitat for endangered, rare, or threatened species; the approval of project would not result in any significant effects relating to traffic, noise, air quality, or water quality; and the site can be adequately served by all required utilities and public services. State CEQA Guidelines Section 15300.2 outlines exceptions to the applicability of a Categorical Exemption, including cumulative impacts, significant effects due to unusual circumstances, scenic highways, hazardous waste sites, and historical resources. A review of the Project concluded that none of the exceptions that would prohibit the granting of an exemption apply to the Project.
