Document Description
The facility operates under a full solid waste facility permit pursuant to Title 14 §17403.7 which requires the facility to undergo a permit review at least once every five years. Accordingly, the proposed action includes amendments to the Report of Facility Information (RFI) in the form of a Transfer Processing Report (TPR); amendments reflect updates to current operating practices where co-mingled green/food waste within the facility is no longer tarped overnight and waste receiving hours for commercial customers has been updated. The TPR’s Attachment P has been updated to reflect the facility’s current safety equipment and load checking requirements. It further corrects typographical, grammatical, and formatting errors in the TPR.

Reasons for Exemption
The Report of Facility Information amendment process is defined and authorized by State Regulation, Title 27 California Code of Regulations, Division 2, Chapter 4, Article 3, Section 21665(c). As specified in Section 21665(c)(1), the LEA finds that the change being requested is exempt from the requirements of CEQA pursuant to Title 14, Chapter 3, Article 5, §15061 (b)(1) because the project approval is a ministerial action and is statutorily exempt per Section 15268 of the CEQA Guidelines.
