Document Description
The project consists of the abandonment of two Sacramento County Water Agency (SCWA) water pipeline easements. The old lines were abandoned in place as part of the realignment of East Stockton Boulevard and determined to be excess easements by SCWA (the easement holder). New water lines were constructed along the new East Stockton Boulevard alignment. The City of Elk Grove is preparing to convey the recent interchange improvements to Caltrans. Prior to conveyance, the City must clear title encumbrances and demonstrate clean title before Caltrans accepts title to the property. No physical improvements are necessary for abandonment of the two excess easements.

Class 5 consists of minor alterations in land use limitations in areas with an average slope of less than 20%, which do not result in any changes in land use or density. The project consists of the abandonment of two waterline easements. No physical improvements are necessary for the abandonment of the two excess easements. The Project would not result in any changes in land use or density and is therefore, exempt from the provisions of CEQA.
