Reasons for Exemption
Section 15262 "Feasibility and Planning Studies" because only a plan for project recommendations and feasibility is being proposed which will not result in a legally binding effect on later activities. Section 15276 "Transportation Improvement and Congestion Management Programs" also applies as the Safe Routes to Schools plan development is not subject to CEQA, but individual projects developed as a result of the plan will be evaluated individually in compliance with CEQA.
