Document Description
The City of Redding proposes to construct a small water treatment facility at the existing Well 12 site. Work includes demolition of various existing equipment, and construction of a greensand filter, mechanical building, chemical storage facility, backwash reclaim tank, concrete slabs for sludge filter roll off containers, storm drain infrastructure (catch basins, manholes, pipe), miscellaneous plumbing and electrical equipment, paved driveway, fencing, and signage. The new facility will be located on two City-owned parcels, one of which is the existing well site. Gravel will be placed on most of the site. All work will be conducted on City property and within public right of way.

Reasons for Exemption
Class 1 exemptions include the minor alteration of existing public structures and facilities. Class 2 exemptions consist of replacement or reconstruction where the new structure will be located on the same site and will have substantially the same purpose and capacity. Class 3 exemptions consist of construction and location of new small facilities and equipment, or conversion of existing structures. The existing well will remain in operation and the treatment facilities will be used to reduce arsenic, iron, and manganese in the City's water system. The project will be located on the existing site and an adjacent site, will have the same capacity, and will result in a negligible expansion of use. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. The project has no potential to have a significant effect on the environment.
