Document Description
The County of Fresno's Department of Public Works and Planning proposes to make roadway and shoulder improvements on Adams Avenue between Clovis Avenue and 0.25-mile east of Clovis Avenue, in Fresno County. Adams Avenue within the project limits is a 2-lane rural road with a 24-foot-wide pavement width and maintained, dirt shoulder on either side of the roadway within 60-feet of County right-of-way. The project is located approximately 0.13-mile west of the limits of the City of Fowler. The project's scope of work includes placing an asphalt-concrete overlay on the existing roadway, restriping the overlaid roadway, and constructing 4-foot-wide shoulders and shoulder backing on each side of the roadway. No right-of-way acquisition or temporary construction easement is anticipated. No utility relocation is anticipated. No tree or vegetation removal is anticipated.

Reasons for Exemption
The project proposes to make road and shoulder improvements to an existing roadway facility and would not adversely impact biological, cultural, or historical resources. The project site is not located within a flood zone and no work would occur in identified wetlands. The project site would impact a listed hazardous waste facility. There will be no increase in the number of vehicular through-lanes. The proposed improvements to the roadway will extend the life of the roadway, increase safety, and decrease the amount of airborne particulate matter caused by vehicles traveling along the roadway.
