Document Description
On January 4, 2023, Governor Gavin Newsom proclaimed a state of emergency throughout the State of California to support the response to historic rain and flooding. Heavy rains caused the existing downslope stormwater drainage pipe to become disconnected, allowing water to undermine the cliffside soils, resulting in subsidence of the revetment structure. Emergency work will involve removal of dislodged revetment blocks, unstable soil, and existing pipe where the foundation is not suitable. Following the removal of the damaged blocks, soil, and a portion of the pipe, the piping will be replaced, and other existing damaged piping will be repaired. All the piping will be secured within the soil. The new downslope pipe will be like-for-like to the existing pipes which have a 12-inch diameter. Following the repairs to the downslope drainage pipe, backfill will be installed along with a geotextile fabric over the repaired area to help better stabilize the area from future erosion. Lastly, the concrete revetment blocks will be reinstalled. Post-construction erosion control BMPs will be installed to conserve soil resources and protect water quality. Work will be conducted in accordance with BMPs detailed in the County of San Mateo Routine Maintenance Program Manual.
