The City of Sunnyvale is preparing the Climate Action Playbook Update/Game Plan 2028 as an update to the Sunnyvale 2019 Climate Action Playbook Update/Game Plan 2022. The Climate Action Playbook Update/Game Plan 2028 includes Strategies, Plays, and Moves addressing communitywide GHG emissions. The City is committed to a GHG emissions reduction target of 56 percent below 1990 levels by 2030. This 2030 GHG emissions goal was selected to be consistent with California Senate Bill 32 State emissions targets, CEQA, and the Bay Area Air Quality Management District guidelines for a qualified GHG emissions reduction strategy, and to be achievable by City-supported Plays and Moves identified in the Climate Action Playbook Update/Game Plan 2028. To achieve the 2030 GHG emissions target, the City has developed 19 Plays related clean electricity, building decarbonization, transportation decarbonization and sustainable land use planning, solid waste and water use reductions, community engagement, and climate adaptation. In addition, the City proposes to adopt CEQA GHG emissions thresholds. The CEQA GHG Emissions Thresholds establish quantitative efficiency thresholds for use in evaluating whether a plan or project’s GHG emissions would result in a potentially significant environmental impact under CEQA for plans or projects with pre-2030 buildout or initial operation years.
