Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number EPIMS-HUM-37617-R1C, pursuant to Section 1602 of the Fish and Game Code to Lucas Hall. The Project is limited to five encroachments. One encroachment is for removal of water diversion infrastructure, removal and restoration of an on-stream pond, and improvement of an existing culvert. Work this encroachment will include removal of all water diversion infrastructure, removal of nonnative fish, placement of fill within the excavated stream channel (pond area), recontouring of the stream channel and banks in the impacted area, and revegetating disturbed areas outside of the stream channel. In addition, work will include excavation of an existing undersized and failed culvert, placement of a new properly sized culvert, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. One encroachment includes removal of water diversion infrastructure from an on-stream pond. Work for this encroachment will include removal of water diversion materials. One encroachment is to upgrade an existing culvert. Work for this encroachment will include excavation of an existing culvert, replacement with a new properly sized culvert, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. One encroachment is to maintain an existing culvert. Work for this encroachment will include on-going maintenance of the culvert, and rock armoring as necessary to minimize erosion. One encroachment is for removal of nonnative material from a stream. Work for this encroachment will include removal of nonnative material, proper disposal of this material, and recontouring and backfilling of the stream channel with clean gravels, where appropriate.

Project work will restore or improve existing stream conditions. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects.
