Document Description
The project consists of reworking an existing oil production well by running an inner liner. Various mobile temporary equipment will be used including, but not limited to, drilling rig, workover rig, etc., and vehicles to transport personnel and materials to/from the site. There will not be new ground surface disturbance associated with this project. No permanent facilities will be constructed, and no expansion of associated facilities will be required. CalGEM has approved permits for THUMS Long Beach Co. to rework the oil and gas well listed below, in the Wilmington oilfield. API#: 0423722850 Well Name: D-446

The project is categorically exempt from CEQA under the “Class 1” (14 CCR § 15301) exemption per the CEQA Guidelines because the proposed project is a minor alteration of the existing well and does not include modifications or changes to the existing use. The well is and will remain an oil production well and will generally have the same production capacity. The proposed project involves replacing a liner in an existing well on an existing offshore well pad. The operator indicates that no permanent facilities would be constructed, and the project would not involve any new ground surface disturbance, including no new roads or other corridors. CalGEM engineer has confirmed that the proposed work is within the scope of the UIC projects 849-48-001, 849-45-001, and 849-42-001.Therefore, there is no expansion of use beyond that previously existing.

The project will take place on an existing well pad and does not involve the construction of permanent facilities, the expansion of existing facilities, or the disturbance of ground surface. In addition, there is no evidence that the proposed project may result in significant impacts to biological resources or their habitat.
