Proposed project would upgrade the intercom and paging systems in the administration building, central school, laundry, residential buildings 5-19, 26, 35-36, plant operations office, reception center, main kitchen, protective services, and secure treatment residential buildings 51-56. Equipment upgrades would occur in IT-type spaces, replacing existing outdated speakers and upgrading data delivery cabling, and replacing existing intercom equipment with new equipment at existing locations.

Class 1 allows for the repair, maintenance, or minor alteration of existing public facilities, mechanical equipment, involving negligible or no expansion of existing or former use. The administration building, school, laundry and residence buildings 5-19, 26, 35 and 36 are eligible for the National Register of Historic Places as contributors to the Porterville State Hospital Historic District. The project plans were review by a Preservation Architect and determined to be in compliance with the Secretary of the Interior's Standards for Rehabilitation, and will not have an adverse effect on the historic nature of the resources. The State has confirmed no exceptions to the exemption apply.
