Document Description
This project will reduce wildfire risk to homes in the Yuba County Foothills by reducing hazardous fuels and creating defensible space on private residential parcels. The project will consist of minor clearing of brush and small trees within the first 100' around participating homes to create defensible space consistent with CA Public Resource Code 4291. The work will not occur in streams or wetlands, and will not result in significant erosion or take of endangered or threatened species. Project participants will apply for varying levels of assistance based on personal need, with an expected participation rate of approximately 110 parcels per year and approximately 1 acre per home. All participants will be located within Moderate to Very High Fire Hazard Severity Zones.

Reasons for Exemption
The project is classified as a Class 4 Categorical Exemption under CEQA Guidelines Section 15304 Minor Alterations to Land. The project is a hazardous fuels management program activity that consists of minor treatment to vegetation in the form of hand-cutting, piling, and on-site chipping of brush, small trees, and limbs from larger trees that can become ladder fuels or are in danger of falling and damaging a dwelling. These activities will occur with the 100' defensible space zone around existing structures in high fire risk Wildland Urban Interface areas.
These activities do not result in taking of endangered, rare, or threatened plant or animal species, or sedimentation to surface waters. No vegetation removal will be performed near any wetlands, ponds, or rivers.
