Document Description
The District is proposing to improve vehicular access by separating the driveway at Scott Boulevard, reducing the parking capacity at the site from 92 spaces to 71 spaces, and adding a two-lane driveway at Cabrillo Avenue. The project also includes drainage improvements, new accessible parking, electric vehicle chargers, drop-off areas, raised crosswalks, a trash enclosure, and a new entry plaza. Surface runoff from the reconfigured parking lot will flow to one of four new stormwater treatment control areas (bioretention facilities) totaling 2,741 square feet. In order to accommodate the proposed project, two existing portable classrooms adjacent to the existing parking lot will be relocated to the east of an existing portable restroom building along the northern property boundary. In addition, the project includes updating portable restrooms to current accessibility code requirements and providing new finishes as well as replacing a portion of existing paving and slurry coat and seal of playground surfaces, replacing a walkway, and adding new perimeter fencing.

The proposed project would replace and reconfigure an existing parking lot at an existing school site. The project involves negligible or no expansion of use as the project would reduce the amount of parking currently provided at the site (parking reduced by 21 spaces). The additional driveway improves on-site circulation and there is no associated increase in classrooms or student capacity at the site. The other proposed project features, which include improving on site drainage facilities for the reconfigured parking lot, relocating two existing portable classrooms, replacing/resurfacing playground pavement, replacing walkways, and installing new fencing, constitute improvements that would be considered non-capacity increasing and would replace existing facilities.
