Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-MAN-32283-R3, pursuant to Section 1602 of the Fish and Game Code to the Marin County Department of Public Works. The Project is limited to regrading two areas of slope below Sir Francis Drake Boulevard after damage caused by erosion, installation of two Cast-In-Drilled-Hole (CIDH) retaining walls, replacement of an 18-inch diameter culvert, and rip-rap placement at the lower end of the culvert. An excavator and/or backhoe will be used to regrade the work areas downslope of Sir Francis Drake Boulevard; no grading will take place in the stream bed. Piers for the CIDH retaining wall will consist of approximately two-foot diameter reinforced concrete cast in holes drilled approximately 20 feet below ground level and extending up to 10 feet above ground level. Concrete will be poured in molds constructed around the piers to create the remainder of the retaining wall. The wall at site A will be 101 feet long and five to 10 feet high on the downslope side; the wall at site B will be approximately 148 feet long and 7 to 9 feet high on the downslope side. The top of each wall will be 8 inches above the final road-side grade. Both walls will be installed downslope of the road. When the walls are complete, ground anchors will be installed behind the walls, and the area between the walls and road will be backfilled and compacted. An 18-inch diameter corrugated metal culvert running below site B will be replaced and extended approximately 10 feet further toward the stream to mitigate further erosion of the bank. Rip-rap will be placed in an area covering 20 feet by 25 feet at the end of the culvert as an energy dissipater. The roadway will be repaved after installation of the retaining wall. All equipment staging will occur in the road or road shoulder. No in-water work will take place. The Project will result in 998 square feet and 249 linear feet of permanent impact and 2,560 square feet and 290 linear feet of temporary impact to riparian habitat along the unnamed tributary to Lagunitas Creek. No trees will be removed.
