Document Description
The Midpeninsula Regional Open Space District (District) proposes to designate a 0.5-mile legacy road as a multi-use public trail in Russian Ridge Open Space Preserve that would allow access for hikers, bikers, and equestrians, consistent with uses allowed on existing connecting trails. The legacy road was formerly a driveway to a private residence and barn, both of which have since been demolished. The former approximately 0.5-mile legacy road begins where it intersects with the existing Bay Area Ridge Trail (Ridge Trail) and provides a 360-degree vista from the hilltop at its terminus. The implementation of this conversion would include new trail signs and assigning an official trail name (“Fog Drift Vista”). The site would not pose a safety risk to the public as all former structures have been removed. No vehicle parking is proposed as part of the Project.

Notice of Exemption

Exempt Status
Categorical Exemption
Type, Section or Code
Class 4; California Code of Regulations, title 14, section 15301
Reasons for Exemption
The former driveway is an existing facility, requiring new trail signs as a limited alternation to safely open the trail segment for public use. Designating the legacy road as a multi-use trail would result in a less intensive use than the former vehicular use as a driveway.

Exempt Status
Categorical Exemption
Type, Section or Code
Class 4; California Code of Regulations, title 14, section 15304
Reasons for Exemption
The proposed project includes new trail signs. Installation of trail signs would not involve removal of vegetation or trees.
