Document Description
The purpose of this project is to construct a multi-purpose pathway to provide safe, accessible, and equitable active transportation facilities that will facilitate and encourage biking and walking as an alternative to driving. This project will construct approximately 0.6 miles of Class I bicycle and pedestrian pathways with lighting, landscaping, shade trees, and a high-visibility crosswalk with bulb-outs. This project is intended to benefit all Selma residents, particularly residents of the southwest part of the city, by expanding this community's access to green spaces within a built environment.

Reasons for Exemption
The various activities of this project are exempt from the California Environmental Quality Act (CEQA) under Class 1, Class 2, and Class 32 pursuant to the California Code of Regulations, Title 14 Sections 15301(c), 15302(c), and 15332. This project will reconstruct the existing irrigation open channel canal to convey water through underground pipes as a means to conserve water, improve safety for the residents living adjacent to the canal. The crosswalk improvements will occur within the City of Selma's existing street right of way. This project will not create any automobile lanes and will not need any additional right-of-way to be acquired in order to carry out this project. The scope of the project does not include removing any trees or critical plant species. The project limits do not overlap any established critical habitat for any threatened or endangered animal or plant species. The proposed pedestrian and bicycle facility improvements, modifications, and reconstruction will occur within a built environment, is consistent with adopted plans, is within the city's limits, will be maintained and serviced by existing utilities and public services, and will not result in significant negative impacts to the quality of local traffic, noise, air, or water.
