PROJECT DESCRIPTION: Yountville Cross Road: The proposed repair work is located in rural Napa County, California, with the site surrounded predominantly by agricultural development along with some residences, wineries and open space nearby . . The project will involve the repair of approximately 1.6 miles of roadway from the intersection of Yountville Cross Road and Silverado Trail to the City of Yountville limit. The project consists of a 2" leveling course, a fabric interlayer, and a 3" asphalt overlay, beginning at the intersection of Silverado Trail and extending to the City of Yountville limit. Road preparations shall include 2" of milling outside floodways, and 6" of milling within flood ways, where floodway areas shall add an additional inch of thickness to the leveling layer. In addition to the milling, digouts shall extend an additional 3" below the lowest depth, with asphalt plugs where rutting and cracking failures cannot be prepared.by crack sealing, i.e., too high severity of roadway damage. Crack sealing shall otherwise be used. There is also discussion of converting the existing Class II bike lanes to a Class IV (on the north side of the road). This is currently not planned but has been in discussion. Finnell Road: The proposed repair work is located in rural Napa County, California, with the site surrounded predominantly by open space, with some residences and agricultural development nearby. The project will involve the repair of approximately 0.8 miles of roadway from the intersection of Finnell Road and Yountville Cross Road to the City of Yountville limit. The project consists of a 1" leveling course, a fabric interlayer, and a 2" asphalt overlay, beginning at the intersection of Yountville Cross Road and extending to the City of Yountville limit. Road preparations shall include 0" -3" of milling the existing Earthbind material. In addition to the milling, digouts shall extend an additional 3" below the lowest depth, with asphalt plugs where rutting and cracking failures cannot be prepared by crack sealing, i.e., too high severity of roadway damage. Crack sealing shall otherwise be used. both projects shall incorporate best management practices and no removal of vegetation or trimming of trees are proposed as part of these projects.

Reasons for Exemption
Pursuant to Sections 15022(a)(1)(C) and 15300.4 of the State CEQA Guidelines, the Napa County Board of Supervisors have adopted implementation procedures, identifying specific projects that would be categorically exempt from established CEQA Guidelines. The proposed improvements would be considered Categorically Exempt from CEQA pursuant to Section 15301 Class 1-Existing Facilities, which includes the operation and repair of existing public or private structures or facilities involving negligible or no expansion of existing of former use, and is further exempt under Appendix B of the Napa County’s Local Procedures for implementing the California Quality Act – Class 1(1)(h) – Existing Facilities, which includes replacing safety features or devices such as guardrails. The proposed improvements would also be considered Categorically Exempt pursuant to Section 15302, Class 2- Replacement or Reconstruction, which consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. A key consideration in the appropriateness of using these Categorical Exemptions is whether the project would be located on the same site, have substantially the same purpose and involves negligible or no expansion of an existing use. In terms of negligible expansion, the proposed project will take place within the existing roadway footprint or shoulder areas and does not include significant expansions beyond existing conditions. The proposed project would repair existing road way damaged by storms. Therefore, it has been determined that the proposed project qualifies for a Class 1 and Class 2 Categorical Exemption and has no reasonable possibility of having a significant effect on the environment; project site is not listed on any hazardous waste sites enumerated under Government Code Section 65962.5.
