Notice of Preparation of an Environmental Impact Report for the following requests from the Kern County Planning and Natural Resources Department:
(a) General Plan Amendment No. 1, Map No. 103-4 to the Metropolitan Bakersfield General Plan to amend Map Code Designation from LI (Light Industrial) on approximately 39 acres to Service Industrial (SI);
(b) Zone Classification Changes (ZCC), as follows:
1. ZCC No. 94, Map No. 81
• From A-1 (Limited Agriculture) to A (Exclusive Agriculture) on approximately 532 acres.
2. ZCC No. 24, Map No. 81-36
• From A-1 (Limited Agriculture) to A (Exclusive Agriculture) on approximately 200 acres.
3. ZCC No. 8, Map No. 82
• From A-1 (Limited Agriculture) to A (Exclusive Agriculture) on approximately 215 acres;
• NR (5) (Natural Resources – 5 acres) to A (Exclusive Agriculture) on approximately 285 acres.
4. ZCC No. 3, Map No. 103-3
• From A-1 (Limited Agriculture) to A (Exclusive Agriculture) on approximately 435 acres;
5. ZCC No. 1, Map No. 103-4
• From A-1 (Limited Agriculture) to A (Exclusive Agriculture) on approximately 509 acres;
• From LI (Light Industrial) to M-2 (Medium Industrial) on approximately 39 acres.
6. ZCC No. 1, Map No. 103-5
• From A-1 (Limited Agriculture) to A (Exclusive Agriculture) on approximately 633 acres.
(c) Conditional Use Permit (CUP), as follows:
1. CUP No. 52, Map No. 81 to allow for the construction and operation of a CCS facility within the A (Exclusive Agriculture) Zone District on approximately 532 acres.
2. CUP No. 6, Map No. 81-36 to allow for the construction and operation of a CCS facility within the A (Exclusive Agriculture) Zone District on approximately 200 acres.
3. CUP No. 9, Map No. 82 to allow for the construction and operation of a CCS facility within the A (Exclusive Agriculture) Zone District on approximately 4,995 acres.
4. CUP No. 1, Map No. 103-3 to allow for the construction and operation of a CCS facility within the A (Exclusive Agriculture) Zone District on approximately 435 acres.
5. CUP No. 1, Map No. 103-4 to allow for the construction and operation of a CCS facility within both the A (Exclusive Agriculture) Zone District on approximately 509 acres and the M-2 (Medium Industrial) Zone District on approximately 39 acres.
6. CUP No. 2, Map No. 103-5 to allow for the construction and operation of a CCS facility within the A (Exclusive Agriculture) Zone District on approximately 633 acres.
CCS has been determined to be a storage operation under the Kern County Zoning Ordinance, Section 19.08.085 and Section 19.06.020. Therefore, CCS in either existing formations or tanks is an allowed use with a CUP in the following districts:
• A District (Exclusive Agriculture)
• M-2 District (Medium Industrial)
• M-3 District (Heavy Industrial)
Implementation of the proposed project would also require permits from the Federal Environmental Protection Agency (EPA) in compliance with the Underground Injection Control (UIC) Program for Class VI injection wells (40 CFR 146.81 et seq.).
