Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMSMEN-47127-R1C, pursuant to Section 1602 of the Fish and Game Code to Victor Hollister, representing North Fork Lumber Company. The project is limited to one encroachment for a temporary summer season culvert crossing and the reestablishment of the stream prior to the onset of the wet-weather season. Work for the encroachment will include placing a minimum 24-inch diameter by 40-foot long culvert, backfilling and compaction of fill, excavation, removal of the seasonal culvert crossing, re-establishing the streambed, pulling back the banks to a 2 to 1 horizontal to vertical ratio, and stabilizing the banks, and rock armoring as necessary to minimize erosion. The initial removal of the seasonal culvert shall also include removing the existing 12-inch diameter damaged corrugated metal pipe and re-establishing the stream’s natural channel alignment.

The Hollister Temporary Stream Crossing Project meets the criteria for categorical exemption type Class 1, California Code of Regulations, title 14, section 15301 – Existing Facilities, because the project involves the temporary use and subsequent decommissioning of an existing decommissioned stream crossing within a developed area. No mature, scenic trees will be affected by this project. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. The project will not result in impacts that are significant when viewed in connection with the effects of past projects, the effects of other current projects, and the effects of probable future projects
