Document Description
The project consists of construction of a ± 2,982 Square Foot (SF), two-story, single-family detached residence with a 491 SF deck on an undeveloped ± 2.38-acre parcel zoned R2 (low residential) and within the boundary of the West Hills Subarea of the General Plan. The project site features a slope of ± 20.5 percent from the public right of way to the proposed house location. The two-story residence will be 30 feet in height above natural grade, as measured to the highest point of the roof, and contains three bedrooms, a detached carport, tandem parking within the driveway, and a deck. The main floor is approximately 1,065 SF and includes an attached 491 SF partially covered deck, with an approximately 1,917 SF lower level that is partially set into the hillside , and includes storage, utility room, and laundry.

Reasons for Exemption
The project was approved by the City of Petaluma Planning Commission on March 26, 2024 and was determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15303 (New Construction) of the CEQA Guidelines. The Class 3 exemption applies to the construction of one single-family residence located in a residential zone. The project proposes construction of one single-family residence in the R2 residential zoning district. There are no cumulative impacts, unusual circumstances, or other factors that would make the exemption inapplicable under CEQA Guidelines section 15300.2. Therefore, the project is exempt under Section 15303 (New Construction) of the CEQA Guidelines.
