Document Description
NEIGHBORHOOD DEVELOPMENT PERMIT (NDP) to replace portions of an existing unmanned wireless communication facility (WCF). The 65-foot-tall monopole with 12 panel antennas would be replaced with a 72-foot-tall monoeucalyptus comprised of 8 panel antennas, 4 remote radio units (RRU’s), and 2 raycaps. Additionally, the project includes the addition of new coaxial and hybrid cables within the existing WCF enclosure to support the continued operation of the WCF. There are no changes to the existing WCF enclosures. The project site is located at 2175 Cactus Road and within the Business Park land use designation and the IBT-1-1 (International-Business and Trade) zone within the Otay Mesa Community Plan area. Additionally, the site is located within the Brown Field Airport Land Use Compatibility Overlay Zone, Brown Field Airport Influence Area (Review Area 2), and the Brown Field Federal Aviation Administration Part 77 Noticing Area. The site is not included on a Government Code listing of hazardous waste sites.

Reasons for Exemption
The City of San Diego conducted an environmental review and determined that the project would qualify to be categorically exempt from CEQA pursuant to Section 15302 (Replacement or Reconstruction). Section 15302 allows for the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site and will have substantially the same purpose and capacity as the structure being replaced. The proposed project is modifying an existing WCF and would replace old equipment with new without expanding the use of the WCF. No environmental impacts were identified for the proposed project and none of the exceptions described in CEQA Guidelines Section 15300.2 apply.
