Reasons for Exemption
- The Project is consistent with the City of Escondido Zoning Code and General Plan. The subject parcel is located in a developed area of the City, which has all services, public utilities, and access available on site. The subject parcel retains less than a 20 percent slope. The request includes a minor adjustment in setback requirements, and no new parcels are proposed. - Furthermore, none of the exceptions listed under CEQA Guidelines section 15300.2 apply to the proposed Project. The Project will not result in a cumulative impact from successive projects of the same type in the same place, over time, given the proposed Project is consistent with the General Plan policies which were addressed in the General Plan Final EIR. There are no unusual circumstances surrounding the proposed Project that would result in a reasonable possibility of a significant effect on the environment in that the area of impact is already disturbed and improved with an existing, permitted single family dwelling. The Project will not damage scenic resources, including trees, historic buildings, rock outcroppings or similar resources, because there are no identified scenic resources on site. The Project area is not environmentally sensitive as it entails a reduction in the required setback by 12-percent on a previously disturbed and developed lot.
