Reasons for Exemption
This permit application is categorically exempt from CEQA pursuant to Class 1: Existing Facilities- CEQA
Guidelines Section 15301 since there will be a negligible expansion of existing use. The existing use of the
facility on which the generators will be installed and operated is a chemical manufacturing plant. These
two additional engines and the structure associated with them is a negligible expansion of that use and
the engines will only be used for the purpose of providing power to a firewater pump within the facility in
the event of an emergency. Further, based on the review of the permit application materials, including
Appendix H, the project will not have any significant environmental impacts, and cumulative impacts from
successive projects of the same type in the same place will not result in significant environmental impacts.
The Air District does not expect there to be successive projects similar to this at this same place since
these engines will satisfy the need for fire prevention at this part of the facility.
