Document Description
Irvine Ranch Water District (IRWD) Wells 76, 110r, 115r have experienced decreased production over time. Recent inspections and review of the flow data for these three wells have determined that each well will require rehabilitation in order to restore their respective capacities. Work to be performed on these wells involves mechanical cleaning, including wire brushing, scrubbing the well walls, repair of any wall defects, swabbing and airlifting. The wells will be redeveloped, chemically treated and tested. Work will include necessary repairs and replacements of the pump and motor assemblies. There will be no expansion of use of the respective well sites as a result of this project. Additionally, IRWD will abandon wells 72 and 106, which have reached the end of their useful life. The abandonment of these wells will involve removal of above-ground equipment, pipeline replacement, and electrical equipment removal. Well 106 will also have approximately 10 x 10 feet concrete pad removed. Both Well 72 and 106 would also involve approximately 10 feet of excavation and back filled with grout end sack cement, completing its abandonment process. All of the work would be done in compliance with the State waterwork standard.

Reasons for Exemption
The effects of the proposed project are Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15301, Class 1 (Existing Facilities). The Class 1 Exemption consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The proposed project will rehabilitate IRWD's Wells 76, 11 Or, and 11 Sr that would restore their respective operational capacities. The proposed project would also abandon IRWD's Wells 72 and 106, which have reached the end of their useful lives and will no longer be operational. The proposed project would be the maintenance and alteration of existing public infrastructure, that will ensure their optimal normal service and would retire existing public infrastructure which has exhausted their useful life functions. There would not be any expansion of the existing uses. In addition, pursuant to Section 15300.2 (c) and 15301 of Title 14 of the California Code of Regulations, there are no unusual circumstances in respect to the proposed project for which staff would anticipate a significant effect on the environment.
