Document Description
To improve and ensure safe and reliable electric service in the City of Sacramento, Sacramento Municipal Utility District (SMUD) will be replacing a nitrogen gas filled conduit housing a 21-kilovolt (kV) cable located within 21 st Street and installing a new concrete encased conduit in 22nd Street. The 21st Street conduit will be emptied of the nitrogen gas and abandoned in place. The project involves the installation of approximately 10,000 feet of new underground concrete encased conduit duct bank and 21kV cable within existing right-of-way. The project also involves installation of up to 5 new 8' x 15' manholes and 21 new 6' x 8' pull boxes along the route to allow electric cable pulling, splicing and maintenance. From the northern terminus of the project alignment, the new 21 kV cable will extend out of SMUD's Station E bulk transmission substation south towards two riser poles which will be set on either side of the Union Pacific railroad tracks. From the south side of the tracks the lines will head south then head north on C Street towards 20th Street. The line will 'T' off of C Street and continue south on 22nd Street towards Q Street back towards 21 st Street and will terminate at a pull box at 21 st Street and R Street. In general, the manholes and bull boxes would be located in the street, however there may be a need to adjust the location of these facilities into the sidewalk to avoid conflicts with existing utilities. Construction activities will include grinding roadway surfaces which will remain in place until material can be removed for installation of infrastructure by trenching. Trenches are anticipated to be 2 feet wide by 2 feet deep where possible. This may change to avoid conflicts with existing utilities. All surfaces will be restored back to their original condition once installation is completed. Work is expected to begin in late March 2024 and is anticipated to be completed by October 2024. All work will occur while adhering to the City of Sacramento's noise ordinance of 7 am to 6 pm, Monday through Saturday and 9 am to 6 pm on Sunday.

Under CEQA Guidelines § 15062, a lead agency must identify the rationale for making the determination that a project is exempt under CEQA. SMUD has determined that the 22nd Street 21 kV Cable Installation Project is exempt under CEQA Guidelines§ 15303, New Construction or Conversion of Small Structures, which reads, "Class 3 consists of construction and location of limited numbers of new, small facilities or structures ... " and "(d) Water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction." and §15304, "(f) Minor trenching and backfilling where the surface is restored ."; the 22nd Street 21 kV Cable Installation Project includes trenching and installation of conduit within existing road-rights-of-way and construction of limited new small facilities, and therefore is considered exempt in accordance with CEQA Guidelines §15303 and §15304.
