The project involves the replacement and reconstruction of existing utility facilities involving negligible expansion of capacity. The new pipelines would be primarily installed along the same alignments as existing pipelines and would serve substantially the same purpose as the existing system (i.e., to provide water supply and fire flow capacity). The project would not involve unusual circumstances that would preclude the use of an exemption. None of the exceptions to the use of a categorical exemption (CEQA Guidelines Section 15300.2) apply to the project.
