The project involves the replacement and reconstruction of an existing utility facility involving no expansion of capacity. The new pressure-reducing station would serve the same purpose as the existing station and would be located in SCWD's service area in substantially the same location as the existing facility along Dana Point Harbor Drive. The project would not result in an increase in capacity for SCWD and would result in no expansion of existing use. None of the exceptions to the use of a categorical exemption (CEQA Guidelines Section 15300.2) apply to the project.
