The work is exempt from CEQA under CEQA Guidelines section 15301 (b) because the project Involves minor alterations to existing public utility facilities and will not expand the existing use. Additionally, the work is exempt under section 5304 because the project will involve only minor alterations such u trenching and minor grading of the site to match the existing site conditions and will not involve the removal of trees. There Is no reasonable possibility that the activity will have a significant effect an the environment due to unusual circumstances and the project Is not subject to the exceptions in Guidelines section 15300.2
