Reasons for Exemption
The ordinance is proposing procedural adjustments to CMC that have no potential to result in physical changes to the environment. Specifically, the proposed ordinance would not result in a direct or reasonably foreseeable indirect physical change on the environment (CEQA Guidelines Sections 15060(c)(2)); the proposed ordinance does not meet the definition of a “Project” as established by CEQA Guidelines Section 15378, as the ordinance is considered “general policy and procedure making” as defined by CEQA Guidelines Section 15378(b)(2) (CEQA Guidelines Section 15060(c)(3)); and the proposed ordinance is covered by the general exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment (Section 15061(b)(3)).
