Document Description
The project consists of the Site Plan Review approval under the City's Emergency Ordinance to allow reuse of the Long Beach Community Hospital facility for medical and medical-related uses permitted by right in the I (Institutional) zoning district, included but not limited to the following: 1) Behavioral health and telehealth, 2) Urgent care and medical clinic, 3) Sobering center, 4) Pharmacy, 5) Training for community healthcare worker certification, psych tech certification, and medical assistant program, 6) dietary services (accessory), 7) support/admin offices (accessory), 8) adult day care, 9) short-term post-hospitalization care, and 10) recuperative care. Other uses permitted by right in the I (Institutional) zone also may be approved on a ministerial basis and will be exempt from CEQA as well. The purpose of this change relates to the continued operation of the facility for non-acute medical services and related community-serving uses as well as the ability (but no longer requirement) to operate acute-care medical services.

The proposed project is the Site Plan Review approval for reuse of the Long Beach Community Hospital for medical and medical-related uses permitted by right in the I (Institutional) zoning district. The project is subject to ORD-23-0001, which is consistent with the City Council action on January 10, 2023 to adopt Resolution No. RES-23-0004 proclaiming the existence of a local emergency caused by conditions and threatened conditions of homelessness within the City of Long Beach (City), which if not corrected, constitutes and imminent and proximate threat to the safety of persons and property within the City. In order to protect the public safety, health and welfare within the City, the provisions of ORD-23-0001 deems certain types of projects as ministerial actions and temporarily suspends rules related to Title 21 of the Long Beach Municipal Code for the duration of a proclaimed local emergency (15268 and 15269). Additionally, the project consists of reuse of the existing Community Hospital facility with substantially the same land uses as previous, with no additions or significant alterations to the building (15301), and conversion of the facility from acute-care medical to non-acute care medical (15303).
