Document Description
The California Department of Water Resources (DWR) Deferred Maintenance Project was initiated to evaluate, repair, and/or rehabilitate levee pipe penetrations to address known threats to levee integrity, enhance emergency response capabilities, and reduce the potential for catastrophic flooding. DWR has identified the need to replace four levee pipes at Sites 22922, 22924, 22925, and 22928, located along the west side of the Sacramento River (River Miles 182-184), approximately 6 miles north of the community of Glenn and 8 miles south of Hamilton City in Glenn County. The proposed project would remove and replace four levee pipes and associated appurtenances. Site 22924 would include abandoning a portion of the existing pipe and relocating the outlet slightly south to avoid tree removal. New inlet and outlet treatments would include the installation of headwalls, rock revetment, and grouted spillways, while pipe appurtenances may be replaced with pre-cast or cast in place concrete structures. The project sites include irrigation drainages that drain flows from the surrounding agricultural lands to the Sacramento River. The surrounding area is actively disturbed as a result of agricultural maintenance activities associated with the surrounding orchards and levee maintenance activities.

Reasons for Exemption
Proposed activities were identified as needing repairs as part of DWR's Deferred Maintenance Project to evaluate, repair, and/or rehabilitate documented levee pipe penetrations. The project is considered routing maintenance of the existing levee pipes and are not anticipated to adversely impact environmental resources, scenic resources, cultural resources, or special-status species. The project will not result in any significant impact to the environment.
